According to Several Opinions, by 2025, Zhejiang will have more than 10000 provincial-level "specialized, special and new" SMEs and 1000 national level "small giant" enterprises specialized, special and new.
Specifically, by 2025, Zhejiang will have cultivated more than 50000 innovative SMEs, more than 10000 provincial-level "specialized and innovative" SMEs, 500 provincial-level "invisible champion" enterprises, 1000 national specialized and innovative "small giant" enterprises, and about 130 new national manufacturing single champion enterprises.
To achieve this goal, the Several Opinions put forward 18 main tasks from innovation support, talent support, quality brand building, digital empowerment, digital empowerment and other aspects.
Among them, in terms of innovation, Zhejiang will support enterprises to carry out innovative research, propose to give full play to the role of the provincial joint fund for enterprise innovation and development, and encourage "specialized, special and new" SMEs to carry out scientific research cooperation with universities.
At the same time, cities and counties (cities and districts) with conditions are encouraged to give rewards and subsidies to small and medium-sized scientific and technological enterprises at the rate of 25% of R&D expenses plus deduction based on the full implementation of the national R&D expenses plus deduction policy.
Zhejiang will also strengthen the construction of innovation carriers and the transformation of scientific and technological achievements, support the construction of enterprise technology centers, key enterprise research institutes, engineering research centers, and participate in the construction of technology innovation centers, manufacturing innovation centers, technology innovation alliances, and industrial innovation service complexes for "specialized, refined, and new" SMEs.
At the same time, encourage "specialized, special and new" enterprises to set up R&D institutions overseas through mergers and acquisitions or self construction. If the total amount of R&D investment is more than 10 million yuan, a one-time reward of up to 5 million yuan will be given based on 5% of the approved R&D investment.
In addition, in terms of financing, Zhejiang will promote the establishment of a small and medium-sized enterprise development fund to drive social capital to increase equity investment in "specialized, special and new" small and medium-sized enterprises. It will also set up a special board of "specialized, refined and innovative" in Zhejiang Equity Trading Center to provide full process and full cycle classified guidance, consultation and training services for "specialized, refined and innovative" SMEs.
